Accessible Vehicle Financing and Programs Available in Ontario in 2025

A Complete Guide from Courtland Mobility

For many Ontarians living with a disability, an accessible vehicle isn’t a luxury—it’s a necessity. Whether you need to attend work, access medical services, or simply enjoy the freedom of travel, having a modified vehicle that suits your mobility needs can make all the difference. At Courtland Mobility, we understand that cost can be a significant barrier, which is why we’ve created this comprehensive guide to the accessible vehicle financing options and support programs available across Ontario in 2025.

From government-funded programs to manufacturer rebates and non-profit assistance, there are more options than ever to help make vehicle accessibility affordable and within reach.

The Home and Vehicle Modification Program (HVMP)

Administered through the Ontario March of Dimes, the Home and Vehicle Modification Program is one of the most important sources of funding for residents with mobility-related disabilities. Designed to help individuals and families remain independent and safe, the program provides financial support for vehicle conversions that meet long-term accessibility needs.

Who Qualifies?

To be eligible, the applicant must be a permanent Ontario resident with a significant and ongoing physical impairment that restricts mobility. This could be the result of illness, birth condition, or injury and must severely limit daily functions such as personal care or independent transportation. Individuals or families with a gross annual income above $35,000 may be required to contribute to the cost of modifications, but lower-income applicants may receive full funding.

What Does It Cover?

HVMP can provide up to $15,000 every 10 years for eligible vehicle modifications. Covered expenses include everything from wheelchair lifts and hand controls to lowered floors and raised roofs. Communication devices for safety, remote entry systems, and specialized seating are also included. In many cases, design consultations, installation labour, and training on new equipment are also eligible expenses. Importantly, equipment must be convertible when possible so that it can be transferred to a new vehicle in the future.

To apply, visit the March of Dimes website, where you’ll find application forms, eligibility details, and support contact information.

Additional Funding Programs Available in Ontario

Car financing

In addition to the HVMP, several charitable and advocacy organizations provide funding for specific groups or needs. While amounts vary, these programs offer critical financial support to help bridge the gap between what you need and what you can afford.

Easter Seals Ontario

Families with children under 19 who have a valid Ontario health card can apply to Easter Seals Ontario for up to $3,000 annually for qualifying mobility equipment. This support is geared toward improving transportation safety and access for children with physical disabilities.

Jordan’s Principle

This federal program ensures that First Nations children can access the supports they need without delays caused by jurisdictional disputes. Jordan’s Principle may provide funding for vehicle modifications and accessibility equipment, depending on individual needs. The funding amount is determined on a case-by-case basis.

Multiple Sclerosis Society of Canada

For those living with MS or a related condition, the MS Society provides up to $1,000 per person toward mobility or adaptive equipment, including accessible vehicle features. The goal is to help individuals maintain personal independence and improve their quality of life.

Muscular Dystrophy Canada

Muscular Dystrophy Canada’s Equipment Program supports individuals diagnosed with MD by funding accessibility devices such as lifts, hoists, and specialized driving controls. Application criteria and funding limits vary, but the program plays a crucial role for many Ontarians.

Automotive Manufacturer Mobility Rebate Programs

Toyota Sienna Hybrid

Alongside government and charitable funding, several major automotive manufacturers in Canada offer mobility rebate programs to support the cost of installing adaptive equipment. These programs are typically structured as reimbursement plans, and each automaker has specific eligibility criteria regarding timing, vehicle type, and equipment. If you’re considering a new accessible vehicle in 2025, exploring these programs could save you up to $1,000 or more.

Toyota Mobility Program

Toyota Canada offers a mobility rebate of up to $1,000 for the installation of eligible aftermarket accessibility equipment on new Toyota vehicles. This includes devices such as hand controls, ramps, and lifts. To qualify, the equipment must be installed within 90 days of purchase, and the claim submitted shortly thereafter. This rebate is a one-time reimbursement and applies only to brand-new Toyota vehicles purchased from an authorized dealership.

General Motors Mobility Program

General Motors understands how essential mobility is for individuals with disabilities. Through its GM Mobility Program, customers may be eligible for up to $1,000 in reimbursement toward the cost of modifying a new GM vehicle—such as a GMC or Chevrolet—to accommodate their mobility needs.

Before installing equipment, GM recommends beginning with a professional driver assessment to identify which modifications are necessary. This can be arranged through recognized assessment centres or by consulting a physician. In some cases, a medical authorization form may be sufficient, especially if the required equipment is already known.

To qualify, the equipment must be permanently installed in a new, eligible GM vehicle within 12 months of purchase or lease, and it must directly benefit a driver or passenger with a long-term disability. Eligible modifications include wheelchair lifts, hand controls, steering aids, brake enhancements, and lowered floors, among many others. GM excludes regular factory options and accessories from reimbursement, focusing solely on adaptive or mobility-specific modifications.

Stellantis DriveAbility Program

Stellantis—which includes Chrysler, Dodge, Jeep, Ram, FIAT, and Alfa Romeo—offers mobility reimbursement through its DriveAbility Program. Eligible customers can receive up to $1,000 in rebates for the installation of qualifying adaptive equipment. Additional support is also offered: up to $400 for running boards and $200 for alerting devices. Importantly, these reimbursements can be combined with national and regional promotions for added savings.

DriveAbility also provides financing options through Chrysler Capital for buyers who need assistance funding an adapted vehicle purchase or lease. The program is available on all new Stellantis vehicles and aims to support a wide variety of modifications that improve accessibility and independence.

Honda Vehicle Modification Reimbursement Program

Honda also offers up to $1,000 in financial support to help cover the cost of modifications made to new Honda vehicles for accessibility. This program is open to individuals who require equipment such as hand controls or other driving aids due to a physical disability.

To qualify, the vehicle must be new and unregistered at the time of purchase, and all work must be performed by or coordinated through the Honda dealership. The reimbursement covers only necessary modifications related to the driver’s disability, and the equipment must be installed by an authorized and qualified provider.

These manufacturer programs are a valuable complement to government and non-profit funding. They can significantly reduce your out-of-pocket cost when modifying a new vehicle and make accessibility more affordable and attainable.

At Courtland Mobility, we can help guide you through the application process for each of these programs and ensure that your chosen modifications meet eligibility criteria. From sourcing the right vehicle to coordinating the installation and applying for rebates, our role is to simplify the journey toward greater mobility.

We also work closely with grant organizations to ensure that all funding avenues have been explored before finalizing your financing terms. Combining personal financing with available rebates and assistance programs is often the most affordable path to vehicle ownership.

Driver Rehabilitation and Peer Support Resources

Ontario also offers driver rehabilitation training, which is often a necessary part of the funding approval process. Certified programs through organizations like the Ministry of Transportation ensure that individuals with new adaptive controls feel safe and confident behind the wheel. These programs also play a key role in maintaining insurance eligibility and legal compliance.

Many people also benefit from peer support groups, whether through local organizations or online communities. Hearing from others who have gone through the conversion and funding process can provide valuable insight and encouragement.

Accessible Mobility is Within Reach

Investing in an accessible vehicle is a major decision—but it shouldn’t feel out of reach. With government support, charitable assistance, and manufacturer rebates available throughout Ontario, there are more options than ever to help cover the cost of conversions and equipment.
